中国广电（中国广播电视网络公司）成为了迟到的“ 第四大基础电信业务运营商” 。为何说迟到？因为把 IPTV 业务开放给通信企业，要远远早于把基础电信业务开放给广电企业——中国广电，所以通信企业向电视业务“ 进入” 的速度要远远快于广电企业向基础电信业务“ 进入” 的速度。现在， IPTV 已经成为拉动运营商业务收入的一个重要增长点，一些地方运营商 IPTV 业务在 2015 年的收入增幅高达 31.3%。然而尽管“迟到” ，终归标志着国内“ 三网融合” 和“ 双向进入” 迈出了关键一步。
