在 8 月 2 日举办的第十八届粮食论坛上，中央农村工作领导小组办公室一局局长赵阳表示，发展规模经营与扶持小农生产这个问题跟谁来种地密切相关，跟新的历史时期面临的问题密切相关。党的十八届五中全会提出加快构建培育新型农业经营主体的政策体系，今年中央一号文件也明确提出了要优化农业产业体系、生产体系、经营体系。

国家旅游局和农业部日前发布《国家现代农业庄园建设与管理规范（征求意见稿）》，首次明确国家现代农业庄园评定标准，包括种植类庄园面积不小于 5000亩，畜牧类庄园面积不少于 1500 亩，渔业类庄园面积不少于 1000 亩；年游客量达到 40 万人次以上，游客平均消费较高等。去年底，为推进现代农业和旅游业深度融合，国家发布了《关于组织开展国家现代农业庄园创建工作的通知》，决定在全国国有农场范围内组织开展国家现代农业庄园创建工作，计划到 2020年建成 100 个国家现代农业庄园。

二十世纪七十年代起，养鸭业迅速发展，饲养量平均每年以5%～8%的速度递增。根据FAO 的数据统计：2016 年我国鸭出栏量32 亿只，占世界总存栏量的75%左右，鸭肉、羽绒产品已经出口到欧盟、东南亚及日本、南韩和中国台湾、香港地区。整体来看，我国肉鸭行业发展迅猛且前景良好，在满足国内需求的同时逐步打开国际市场，随着贸易全球化进程的不断推进，我国肉鸭行业未来将更加迅猛发展。
