7 月20 日，工信部发布修订后的《水泥玻璃行业产能置换实施办法》（以下简称“2021 年修订稿”），与2020 年12 月发布的征求意见稿相比，主要是将汽车玻璃项目重新纳入产能置换，提升了限制类水泥熟料的产能置换比例，并维持新建光伏压延玻璃可不制定产能置换方案的要求。
