This report summarizes the results of a two-year research effort on sensornets for vehicle traffic classification. At the study outside, our main goals were to understanding the communications requirements for traffic monitoring systems (both short-range wireless inside a traffic sensornet, and wide-area to a central Traffic Management System), developing self-configuring traffic monitoring systems, and integrating prior work with these new results. The key outcomes of our research are to understand communications in a classification system, to carefully evaluate the effects of signature matching, and to further develop self-configuration. Finally, we tested our new approaches through a second major data collection exercise at USC.

ITS performs basic research in radio science that provides the technical foundation for NTIAs policy development and spectrum management activities. ITS research enhances scientific knowledge and understanding in cutting-edge areas of telecommunications technology.Through leadership roles in various working groups, ITS helps to influence development of international standards and policies to support the full and fair competitiveness of the U.S. communications and information technology sectors. ITS research helps to drive innovation and contribute to the development of communications and broadband policies that enable a robust telecommunication infrastructure, ensure system integrity, support e-commerce, and protect an open global Internet.

Through the efforts of this thesis, the goal is to extend and enhance beyond line of sight (BLOS) and on-the-move communications at the small unit level. The findings provide face validation that Small-UAS equipped with a communication payload can provide these services that enhance voice transmissions, and thus, enable TCP/IP data transfer in communication degraded environments without interfering with the Small-UAS primary ISR function or airworthiness. Future efforts in this line of inquiry may also inform the use of multiple Small-UAS to extend the network and autonomous operations, and perhaps, eliminate the requirement for a ground Small-UAS operator.

This thesis contains a test plan and implementation of the plan for the SPARCCS system as well as a formal technical analysis of the system to ensure the proper operation, verification, and validation of the initial SPARCCS functional system. The SPARCCS system and the various wireless technologies upon which the system operates are thoroughly tested in various field and live settings to simulate real-world military and emergency services operations. The tests are designed to determine the optimal configurations of SPARCCS as well as the optimal wireless technologies to be used with SPARCCS for various operational situations.

This study investigates the effects of two technical enablers: Automatic Dependent Surveillance - Broadcast (ADS-B) and digital datalink communication, of the Federal Aviation Administration s Next Generation Air Transportation System (NextGen) under two separation assurance (SA) system architectures: ground-based SA and airborne SA, on overall separation assurance performance. Datalink performance such as successful reception probability in both surveillance and communication messages, and surveillance accuracy are examined in various operational conditions. Required SA performance is evaluated as a function of subsystem performance, using availability, continuity, and integrity metrics to establish overall required separation assurance performance, under normal and off-nominal conditions.

This paper explores three developmental ground system concepts under development at Johnson Space Center s (JSC) Mission Control Center Houston (MCC-H) and Marshall Space Flight Center s (MSFC) Payload Operations Integration Center (POIC). These concepts could reduce ISS control center voice traffic and console logging yet increase the efficiency and effectiveness of both. The goal of this paper is to kindle further discussion, exploration, and tool development.
