Decentralized containerized/packaged W&WWT systems refer to treatment systems with modular or prefabricated construction and treatment capacity range between 1 m3/day and 5,000 m3/day. •Containerized/Packaged means original equipment manufacturers (OEMs) or solution providers can either fit the modular treatment system inside a shipping container―usually 20 or 40 feet long―or package it with a custom cover that houses the entire treatment system module.

实行药品、医用耗材集中带量采购是全面深化医疗保障制度改革的重要内容，也是有效推进“三医”联动的有效举措。我国药品招标采购已经走向常态化制度化，而医用耗材的招标采购启动相对较晚，一些特定病种如冠心病、尿毒症等所用高值医用耗材费用成了患者的沉重负担。现阶段，我国从采购方式这一环节入手，积极探索，全国统采、跨区域联合采购等模式多管齐下，医保支付方式改革、“量价挂钩、招采合一”的采购机制也在不断开创医用耗材采购管理的新格局，使医疗费用降低，患者得到实惠。然而，实践中也存在招标采购制度主体错位、医用耗材质价相互分离、价格形成机制不完善、中标品种及目录不全以及招标采购时间跨度大、流程复杂等问题。因此，要进一步落实医用耗材采购用量，完善招标采购长效机制，同时优化医保准入制度及医保支付政策，加强监管并加快建立信用评价体系。
