    The objective of this research effort is to assist in the selection and screening process of Marines for ATC duty through the development and validation of non-cognitive profiles of successful US Marine Corps Air Traffic Controllers (ATC) in both the Operating Force and the ATC Schoolhouse. A previous technical report detailed the validation process in the Operating Forces; the current phase of the project aims to validate the Marine Air Traffic Controller-Suitability Test (MATC-ST) in predicting success at the ATC Schoolhouse. Hierarchical regression analyses suggests that two variations of the MATC-ST accounts for 29and 24of the variance, respectively, in schoolhouse cumulative GPA and provides incremental validity above and beyond the use of the ASVAB scores in selection for success in the ATC Military Occupational Specialty (MOS) school. A suitability profile which can predict success at the ATC MOS school greatly increase the efficiency of the personnel pipeline and relieves the burden of unproductive training by providing early detection of Marines who are and are not likely to graduate or perform satisfactorily as ATCs. MATC-ST implementation can improve the Marine ATC screening process through better schoolhouse performance, better operating forces performance, and increased diversity through fair, valid screening improvements.

    VHA's logistics program is responsible for the management of medical supplies and equipment in VAMC's inventories and the standardization of such items throughout VHA. Previous reports have pointed to deficiencies in VHA's logistics program. GAO assessed (1) the extent to which VAMCs and networks have complied with new VHA requirements to remedy known deficiencies in its logistics program and (2) VHA's progress in enhancing its logistics program. GAO reviewed documents and interviewed officials to identify new requirements affecting VHA's logistics program. GAO then visited a nongeneralizable sample of five VAMCs and verified the extent to which the VAMCs and corresponding networks, which oversee VAMCs, were complying with VHAs new requirements. GAO also reviewed documentation of VHAs plans for funding, implementing, and evaluating efforts it is undertaking to enhance its logistics program, examined the extent to which VHA was on track to execute those plans, and assessed VHA's efforts against criteria in GAO's standards for internal control in the federal government.

    With respect to the planning problems of electric vehicle charging stations in the urban area,the paper presents a planning model which considers the road network structure,vehicle flow information,distribution system structure and capacity constraints,etc.Under the relative constraints of distribution network,the model selects the station sites and plug-in locations with the objective of minimizing the sum of users' wastage cost on the way to the charging station and the investments of station lines,realizes the auto-partition of station service areas by the weighted Voronoi diagram,and also optimally allocates the station capacities based on the queuing theory.Finally,considering both the benefits of the power company and the electric vehicle users,the planning program optimization is finished by minimizing the costs of the whole society.The case studied shows that the presented methods and models are to some extent practical and reasonable to the optimal planning of electric vehicle charging stations in the urban area.
