生态环境部在6月例行新闻发布会上表示，CCER的制度建设、方法学遴选，以及交易平台筹备等工作进展顺利，生态环境部预计将在今年年底前全面重启CCER。7月7日，生态环境部联合市场监管总局对《温室气体自愿减排交易管理暂行办法》进行了修订，编制形成《温室气体自愿减排交易管理办法（试行）》，并面向全社会公开征求意见。此次的征求意见稿，是CCER的底层游戏规则的制定。明确了CCER项目必须是2012年6月13日之后开工建设的项目，同时，项目必须具备真实性、唯一性与额外性，减排量应当可测量、可追溯、可核查。
